James Madison: Beware laws “so voluminous they cannot be read”

In the following quote, Madison urged fewer laws. But his point certainly also applies to congressional bills that cannot be read because they are too long or time is too short:

“It will be of little avail to the people that the laws are made by men of their own choice if the laws be so voluminous that they cannot be read, or so incoherent that they cannot be understood.”
